While the technology already exists to allow for creation and access to medical records for both patients and professionals, there is no standard platform to make this happen, and this form of system is used only sporadically around the country.
Doctors, healthcare facilities and insurance companies may maintain an EMR system (electronic medical records) which allows them to create, share and readily access information about specific patients. In the best systems, that information is quite complete and contains all the information that would be needed about a patient as long as he stayed within the system.
Patients, on their own, will develop PHR (personal health record) systems to help them take control of their medical records and provide for some efficiencies and safer care.
In some areas, EMR systems are available that allow patients access to their own records in the professional EMR system. In some cases, patients are allowed total access to their complete record. In others, patients have access to information that helps them get refills on their prescriptions, or to make appointments, or other healthcare management capabilities.
Some of these hybrid systems are provided by the health insurer. Others are private programs.
Patients seem amenable to sharing systems with their healthcare providers. It's a good way for them to learn about their own health challenges, and to double check their records to be sure they are correct.
Physicians and other providers are also enthusiastic, although some voice concerns about patients substituting their access to this information for visits to see their doctors in person.
